Capital Cup Rules
1. Golden Rule
A. First and foremost, all 1GOL are about fun, quality soccer. Players are expected to respect the
organization’s culture of fair and fun play. Foul language, racial intolerance, hate speech, and
dangerous play will not be tolerated and any individuals who cannot adhere to our standards of
sportsmanship may be asked to leave the leagues. 1GOL wants everyone to have a fun while enjoying
a great sport.
2. Registrations
A. All players must be registered through the 1GOL website and have signed a Waiver Form.
B. A parent/legal guardian must sign the waiver for players under 16 and submit their ID.
3. Refund Policy
A. Refunds will NOT be issued under any circumstances unless notice has been given one (1) week
prior to the start of the tournament.
4. Rosters
A. No more than twenty (20) on a team.
B. Only Registered 1GOL players are allowed to play on a given team.
C. 1GOL retains the right to suspend any team playing with unregistered players.
5. Uniforms
A. Teams are required to wear shirts of their assigned team color.
6. Weather Related Game Cancellation
A. Suspended Games – If, due to weather/safety conditions or referee discretion, a game is halted
prior to halftime, it will be replayed if possible. A game halted at halftime or later will stand as indicated
by the score when the game was halted.
B. Rescheduled Games – If a game is cancelled for any reason, 1GOL will reschedule if possible.
However, we make no guarantee of any certain number of games – If conditions beyond the control of
the our staff are present, including but not limited to, excessive inclement weather conditions.
C. Refunds for Cancelled Games – If a game is cancelled for any reason without the possibility for
rescheduling, a refund will NOT be given for the missed game.
7. Standings
A. Game stats will be recorded and posted on the 1GOL web page.
B. Teams are encouraged to review their respective Tournament Standings page periodically.
C. The team manager should notify the Tournament Director of any errors.
D. A 3-3 draw will be posted for cancelled and not rescheduled games.
E. Ties in the tournament standings will be decided by goal differential outcomes. If those outcomes
are the same, then head to head results will be used to determine the tie breaker.
8. Equipment
A. Shin guards (must be totally covered by socks to reduce the risk of injury) are required and 1GOL is
NOT liable for any injuries incurred from a player’s choice not to wear them.
B. Only soccer/athletic shoes or cleats are acceptable. Referees’ decisions on footwear suitability are
final.
C. Jewelry that can cause harm to players or officials is prohibited and must be removed prior to the
start of the game.
D. Cleats with metal studs are NOT permitted.
9. After the Game
A. Each team shall take responsibility to ensure bench areas are ready for play and the area is clean
after the game.
10. Time
A. Stoppage time will be issued at the discretion of the official.
B. Deliberate time wasting will result in added time and possible booking.
11. Forfeits
A. Teams must be ready to play their game within five (5) minutes of the scheduled game time or face
the possibility of forfeiting their game.
B. Team must have a minimum of seven (7) players from their roster otherwise they will forfeit the
game.
C. Forfeits will result in a 2-0 win for the winning team.
12. Substitutions
A. Players are responsible for managing substitutions and shall be made at stoppages of play.
13. Slide Tackling
A. Slide tackles are permitted but must be executed safely and legally to avoid fouls or disciplinary
actions.
B. A slide tackle is considered a foul if it’s deemed careless (lack of attention), reckless (disregarding
the opponent’s safety), or involves excessive force.
C. If the referee judges that the slide tackle poses a significant danger to the opponent, it can be
penalized.
D. If a slide tackle is deemed a foul but doesn’t involve excessive force or endanger the opponent, it
usually results in an indirect free kick.
E. If a slide tackle is deemed reckless, involves excessive force, or endangers the opponent, it can
result in a direct free kick or, if within the penalty area, a penalty kick.
F. Depending on the severity of the foul, a player may receive a yellow card (caution) for unsporting
behavior or a red card (sending off) for serious foul play.
G. Goalkeepers are allowed to slide within their penalty area to make saves, but not solely to tackle an
opponent.
14. Offsides
A. A player is in an offside position if, at the moment the ball is played by a teammate, a scoring part
of their body is closer to the opponent’s goal line than both the ball and the second-to-last opponent.
B.A player is not in an offside position if they are in their own half of the field, level with the second-tolast
opponent, or level with the last two opponents.
C. A player in an offside position is only penalized if, at the moment the ball is played by a teammate,
they are deemed to be “involved in active play”.
D. Interfering with play is playing or touching a ball passed or touched by a teammate, obstructing
their line of vision, challenging for the ball, or attempting to play the ball.
E. A player is not in an offside position if they receive the ball directly from a goal kick, throw-in, or
corner kick.
F. The position is judged at the moment the ball is played or touched by a teammate.
15. Free Kicks
A. All fouls will be followed by direct kick unless otherwise noted by the ref for all leagues.
B. All players conducting Free Kicks are expected to have a reasonable amount of space to make the
kick. The opposing team should allow a ten (1o) pace distance.
16. Out-of-Bounds
A. Restarts will be throw-ins.
B. The ball must be completely over the line in order to be out-of-bounds.
C. The ball must be pulled all the way past the player’s head with both feet on the ground until the ball
is released.
17. Bookings
A. Any player receiving two (2) yellow cards over the course of the tournament will be suspended from
the following match.
B. Any player receiving three (3) or more yellow cards over the course of the session will require
permission from the Tournament Director for continued participation in the tournament. Otherwise,
the player will face a suspension for the rest of the tournament WITHOUT refund.
C. A player receiving a red card, or two (2) yellow cards in the same match, must leave the court
premises, sight and sound, within one minute without substitution. The team will remain a player down
for the remainder of the match.
D. Any player receiving a red card will be suspended from the following match.
E. Any player receiving two (2) or more red cards over the course of the tournament will no longer be
permitted to participate for the rest of the tournament WITHOUT refund.
F. Teams with players who receive red cards will be fined $25 per card which must be paid before the
next match begins. Failure to pay the fines will result in the teams expulsion from the tournament in
both sight and sound.
19. Fouls
A. Fouls will be called at the discretion of the referee.
B. If a foul is called, all play must cease IMMEDIATELY followed by the appropriate restart.
C. A handball is only considered a foul when the ball has been handled with intent or in an unnatural
athletic position.
D. Handballs that prevent goal-scoring opportunities that occur inside the goal box will result in a
direct penalty kick for the offensive team or a goal/free kick for the defensive team depending on the
team at fault.
E. A red card will be issued for an intentional handball that prevents a goal-scoring opportunity.
F. Penalty kicks can be awarded during a game if a foul occurs in the penalty box. It is at the
discretion of the referee to award a direct penalty kick or an indirect kick.
20. Spectator Behavior
A. Spectators are encouraged to support players and teams in a positive manner.
B. 1GOL does not tolerate ANY harassing, abusive, or overly negative behavior.
C. Behavior deemed inappropriate by any referee or 1GOL staff member will result in the request for
the offending spectator to vacate the premises immediately.
D. Any refusal to leave when asked or further inappropriate behavior will result in an immediate ending
of the match and forfeit for the offending spectator’s team.
E. Captains are responsible for maintaining their spectator’s behavior and possible suspension can
result from failures to mitigate issues.
F. Any expulsions of a team’s spectator will result in a $25 fine which must be paid before the next
match begins. Failure to pay the fines will result in the teams expulsion from the tournament in both
sight and sound.
